Extract Portions of a WEBVTT (.vtt) File Given Instant and Duration

$ extr_vtt.pl filename.vtt HR:MIN:SEC MIN_DUR
Eg. 2:01:05 +0.5 will retrieve the portions of the transcript 
in a 30 second window after 2 hrs, 1 min, 5 sec

MIN_DUR = 0.2 => retrieve portions on both sides of the HR:MIN:SEC that fall within a 12 second window
MIN_DUR = +0.3 => in an 18 second window AFTER the HR:MIN:SEC
MIN_DUR = -0.4 => in a 24 second window BEFORE the HR:MIN:SEC
